Description (partial)

Symptom:
CallBack phone alert displays wrong time formatCM 9

Conditions:
configs:
•	My cucm box is having default time zone has ETC/GMT.
•	I created a new time zone America/Los_Angeles
•	Created new device pool for new time zone  and associated that to phone.
•	Phone A shows ETC/GMT and  Phone B shows America/Los Angeles

Scenario:

Phone A , Phone C are in ETC/GMT
Phone B is in America/Los Angeles, Accordingly I see the time updated on each phones 
•	Phone A and Phone C are connected on call.
•	Phone B calls Phone A,  but Phone A busy.
•	Phone B presses callback softkey.
•	Phone A ends call, Phone B gets the call back notification.

 The Phone B gets the notification  in which time is correct, but the format is different  i.e. Phone B phone shows  12 hr format and notification shows 24 hr format
