Description (partial)

Symptom:
Hosts running win 7 and win vista directly connected on the 2960s are not able to ping the switch SVI (same vlan). ARP for the PC IP is complete on the switch but ARP for the SVI IP is incomplete on the PC. Issue goes away when clear ARP is issued on the switch, PC is able to build SVI ARP properly after this. Not seen with PC running win XP. IP device tracking is enabled globally on the switch. 

2960S switch running 152.1.E starts learning ARP in wrong vlan. The SVI for the wrong vlan is in shutdown state. Connectivity to other SVIs to the switch breaks after this issue surfaces, management servers are unreachable.

Issue is not seen on previous IOS versions. After downgrade things work as expected.
