Description (partial)

Symptom:
On little endian CPU (x86 architecture), snmp traps for 

cbgpPeer2LastError and bgpPeerLastError are sent in wrong byte order for the code and subcode.

Conditions:
snmp-server traps bgp cbgp2

configured on x86 RP cpu.
