Description (partial)

Symptom:
CCM Process will display an MTP leak indicating that more MTPs are currently in use than are actually being used by current calls. (example: 10 calls may be active but RTMT inaccurately shows 110 MTP allocated)

Conditions:
This is a rare condition where an MTP is allocated (in this case, early offer call setup to a NICE call recording), call setup proceeds and if the conditions are right, media control will deallocate the MTP due to TconnectTimer expiration, but call control does not register this dellocation by media control and does not correctly decrement MTP counters in call control.
Below criteria should match for the issue to be seen :
1.Call across SIP early offer trunk
2.MTP gets allocated due to Early Offer
3.The first response to the Early Offer Invite is with INACTIVE mode
