Description (partial)

When running an upgrade via PCD, PCD does not see that the upgrade completed successfully and eventually times outs and says there was an error with the upgrade.

In rare situations, tomcat might get restarted during the upgrade process which breaks the communication path back to PCD.  The tomcat process could have been restarted if the memory on the system is very low and the system needs to free up space.
