Description (partial)

Symptom:
With QSFP AOC link between N3064X and N3172P, in 4x10G mode, when N3172P is reloaded, few of the 4x10G ports on N3064X flap few times/stay link up during reload.

Conditions:
Always when N3172P is reloaded
