Description (partial)

Symptom:
Out-of-subnet arp entry gets added when arp local learning is configured for an interface

Conditions:
1. Though "arp learning local" is configured for an interface, when ARP probe packet is received from the peer after arp time-out, the arp entry is added even if the IPv4 address is out-of-subnet.
2. When the ARP request is received for Out-of-Subnet IPv4 address, ARP adds the incomplete entry and sends the ARP request packet and once the retry timer expires, the ARP entry is deleted. When the local learning is configured and ARP is not interested in Out-od-Subnet address MAC, there is no point in sending the ARP request.
