Windows 2003 DC fail to sync with 3750X running NTPv4 by w32tm /resync

3750X acts as a NTP client and its server is another 3750x. at the same time, Windows 2003 DC should sync with this 3750X.
but when do 'w32tm /resync' on Windows 2003 DC command prompt,we get error that 'The computer did not resync because no time data was available.' and on 3750X-3 'debug ntp all', we can see 'NTP Core(NOTICE): ntp_receive: dropping message: unsynch.'

do 'w32tm /resync' on Windows 2003 DC command prompt and it is Symmetric Active Mode
3750X is running NTPv4
