Description (partial)

Symptom:
When reserved vlan range is within the VTP vlan range (vlan 2-1001) and
this vtp switch receives a vtp message from the network carrying a user vlan that has been locally configured as reserved, the new vlan creation message to vlan_mgr causes a crash.

Conditions:
This bug is hit with VTP enabled and reserved vlan range falls under VTP vlan range.

Example:
1.      vdc1 and vdc2 have two trunks links between them. 
2.      vdc1 is vtp mode server, vdc2 is vtp client or server mode.
3.      vdc2 has a reserved vlan range 100-227 configured.
          ex: switch(config)>system vlan 100 reserve.
4.      vdc1 creates vlan 100.
5.      when vdc2 receives vtp add vlan message, vlan_mgr crashes.
