Description (partial)

Symptom:
MSE software 7.5 running CAS and fewer than 25,000 clients being tracked can run out of memory

Conditions:
1. Network Latency issues causing too many NMSP disconnects and multiple threads causing markedNodes to grow beyond cap of 1mil eventually causing OOM.
2. Several AP Monitor NMSP messages being received by SpectrumModule are added to the messageQueue and it grew to several 100k in size, when it should be bounded to a small number like 10k.
