Description (partial)

Symptom:
"TE/FRR" BFD entry is not removed permanently
when the protected link goes down. As a result,
incomplete adjacency is kept on the dead interface, too.

Conditions:
BFD triggered FRR "ip rsvp signalling hello bfd" is
configured and "TE/FRR" BFD client is registered
on the BFD neighbor.
