Cisco Bug: CSCul44237 - logging active preserve-events goes below 10000 when evlogd in warn

Symptom: When 'logging preserve-events 10000' is configured and if evlogd goes to warn or over memory state, the number of lines displayed in cli command 'show logs' can be less than 10000 lines. Conditions: Here is an example: If preserve-events configured to 10000. At runtime the evlogs can go above 10000 if evlogd is at normal state. Consider now 10001 at the time of evlog goes to warn/over state. Now the logic kicks in for shrinking the evlogs stored in circular buffers. As the current total number of evlogd is 10001, circular buffer needs to shrink by 10%. 10001x10/100 = ~1000 evlog buffer will be removed from the circular buffer of 10001. 10001-1000 = 9001 evlogs.
