Description (partial)

Symptom:
The output of  the "show hsrp brief" and "show hsrp detail" commands shows the address of the Standby router flapping between an IP address and "unknown" for IPv4 HSRP groups.

The HSRP groups that are affected (i.e. display the standby router as "unknown") changes with time.

IPv6 HSRP groups are unaffected.

Conditions:
The root cause of the symptom is that inbound IPv4 HSRP hellos are being dropped somewhere between coming off the wire and being delivered to the HSRP process.
