Symptom:
Conductor documentation and help files do not document the preference for quality selection:

720p 60fps
1080p 30fps
720p 30fps

Conditions:
endpoint set to 1080p and 60fps in CUCM.  When Conductor gets the call, it will conenct at 720p 60fps and not 1080p 30fps.  This is because Condcutor considers 720p 60fps better than 1080p 30fps.
