Cisco Bug: CSCul42930 - Can't control dial-in conference bandwidth for specific endpoints in TMS

Symptom: In TMS, when limiting the connection bandwidth for specific endpoints to be lower than the default conference bandwidth (Advanced settings -> IP bandwidth), the list of participants will show this change, but once the endpoint connects to conference, the Conference Control Center in TMS shows that the endpoint is connected with the default conference bandwidth, not taking into account the specific lower bandwidth set. Statistics on the endpoint confirm this. Conditions: Dial-in participants. Issue does not occur for dial-out participants.
