Description (partial)

Symptom:
Overall symptom:  Intermittently Clients get disconnected from CUP across all nodes in an Intercluster deployment.

On investigation the following criteria:

1. A cluster with a small number of users (tkuserprofile=1) frequently sends PAUSE events, when interclustered with other clusters where there are large numbers of end users (tkuserprofile=100)
2. System show cmoninit process running high CPU 
3. RIS Data (csv files) shows CMONINT process thrashing for extended period of time

Conditions:
In the system originating the PAUSE event, there is a small number of local users (tkuserprofile=1) relative to remote peers users counts (tkuserprofile=100)
