Description (partial)

Symptom:
An  HSRP or VRRP process hang can manifest itself by blocking any actions which the process has to take, such as removing configuration.

Conditions:
The system-state preceding the problem are unknown, although there are some internal indications that the owner channel connection between the HSRP/VRRP process and the Ethernet Infrastructure had gone down.  
In the reported case, the process hang was trigger by the removal of the HSRP or VRRP configuration, but could conceivably occur for other reasons too, e.g an interface flap.
