Description (partial)

Symptom:
Few 3750G switches at Target network intermittently show not connected on the interface status,  but the port is still delivering power per the show power inline command.

Conditions:
The SiLabs Emile controllers have a timing issue that under the right set of circumstances can cause us to miss a DC-disconnect event.  Basically, a DC-disconnect event occurs, but never gets reported to IOS.
