Description (partial)

Symptom: After reloading the router or fresh service-instance configuration, traffic
received from the access is sent to the core without a dummy VLAN header.  This traffic is received by a remote PE2 and sent to switch with a missing VLAN header. Therefore CE2 drops received packets.  When the issue is removed, captured traffic in the core contains a dummy VLAN header.
Conditions: This symptom is occasionally observed when the router is reloaded and is consistently observed when a new service instance is configured as an xconnect member.
