Symptom: When a dynamic rule was being installed, PGW allocates evaluation precedence to the packet filters to TFT that are associated with dynamic rule. This crash seems to be some corner case in allocation of mentioned evaluation precedence. Conditions: When suppressed TFT feature is enabled (no tft-notify-ue-def-bearer) at rulebase level, PGW doesn't allocate TFT to the default bearer rules. So, the TFT eval prec logic should also not be invoked as there are no TFTs to assign precedence to. Due to a bug in the code, currently the TFT eval prec logic is getting invoked for such rules (having suppressed TFT's) This results in a rule being added to the TFT eval prec rules list with number of packet filter as 0. This is not handled correctly as it is an unexpected value and it results in the crash.
