Symptom:
In-place modification fails with BQS functionality not supported error.


!!% Functionality not implemented: InPlace Modify Error: if: TenGigE0/7/0/10.20 (ifh: 0x3800288), dir: egress, policy: new, Apply status: 'bqs_mgr' detected the 'fatal' condition 'Functionality not implemented'

Conditions:
When two class-maps, one involved with priority level are swapped inside a policy-map (in scale or for regular interfaces) we see this error.
