Description (partial)

Symptom:
The Python implementation of the cisco.feature.Feature class documents the enable() class method as:

enable(self, **kwargs)
    start feature
    args:
      no=True         Stops the tacacs
    return: True on success

However, the **kwargs arguments simply needs to have a key of "no" anywhere within them to disable the 
feature.

Conditions:
This occurs on the Nexus 9000 series switch running 6.1(2)I(1).  The feature package for the Nexus 9000 was 
ported over from other Nexus platforms so this same issue may be seen on other Nexus platforms.
