Cisco Bug: CSCul38503 - Discovery setting 'Enable cross router boundary' is confusing

Description (partial)

There is a discovery setting under CDP for 'Enable cross router boundary'. This is confusing syntax. Enabling a boundary implies you are putting up a boundary, and therefore implies you would not discover neighbor routers. Checking this box actually allows the discovery of neighbor routers.
