Description (partial)

Symptom:
With REP configurations, when we have a port in the FAILED state due to NO_NEIGHBOR, in this state if the other port of the REP segment is brought up and moves to OPEN state, or if the other port already being is OPEN state is shutdown, the FAILED port is being unblocked in the hardware.
This condition could result in a L2 loop.

Conditions:
Issue seen only with ports in FAILED state due to no neighbor condition.
