Description (partial)

Symptom:
Backplane and Interface Loopback are simultaneously configured on 100G-CK-C.

Conditions:
1) Provision two 100G-CK-C Line Card.
2) Provision RGN-100G Operating Mode on the cards.
3) Initial card State is IS and Fixed Trunk state is OOS.
4) Move the  Fixed Trunk state to OOS-MT.
5) Move the Card state to OOS-MT.
6) Provision Backplane Terminal Loopback on the Card.
7) Now Provision Terminal Loopback on the Fixed Trunk Interface.
8) Operation is Allowed.
