Description (partial)

Symptom:
NAT translations are not getting created
CPU seems to be going high

Conditions:
NAT inside interface is in VRF <x>
NAT outside interface is not in any VRF, ie, in global routing table.
NAT pool having single ip address which is same as NAT outside interface ip address 

         OR

NAT outside interface is specified in the nat statement like 
ip nat inside source list 110 interface <nat_outside_intf> vrf <x> overload

With the above NAT configuration, this issue is observed
