Symptom:
SGSN and GGSN establishing Direct Tunnel, but still shows NORMAL

Conditions:
SGSN: 14.0 (51375)
GGSN: 14.0 (51375)

1. From mon sub on SGSN, we can see the Update_PDP_context from SGSN to GGSN with direct tunnel information, including the user plane IP from RNC on GSN Address II.  GGSN responds with GTP_Request_Accepted.  But when check "show gtpc full imsi xxxx" on GGSN, it still shows GTP-U Tunnel Establishment: Normal

2. on SGSN, from "show gmm-sm statistics verbose", we can see the following:

We can see 2685 subscribers with Active PDP, but only 2275 with direct tunnel (and with only 12 roaming subscribers).  For home subscribers, apn should be internet or singleapn and it has configured direct tunnel on the apn-profile.
