Symptom:
Attach reject message may be sent with reject cause code 15 and ESM message type PDN_CONNECTIVITY_REJECT(0xd1), ACTIVATION REJECTED UNSPECIFIED(0x1f)

Conditions:
ASR5K configured as MME. Reject combination is seen when HSS sends Operator-Determined-Barring in response to MME request
