Description (partial)

Symptom:
During a 50Mb download of a file over HTTP customer noticed that the GGSN and SGSN are missmatching and changing the DSCP marking in the outer header as the packet traverses the GGSN or SGSN.
On further analysis BU identified an issue with SGSN DSCP marking when fastpath is enabled in config but DSCP is not configured. In this case, packets are going out with the Differentiated Service byte value as 0xFF same as seen in the field Gn PCAP trace. Issue is not seen when DSCP is configured in apn-profile.
