Symptom:
Nexus 7000 shows F2 FCOE license installed even if it was not installed

If you do "show file [license file name]" command you will see FCOE license was not installed.
It has been also seen that even if F2 line card in not installed in the system this error is seen.

Conditions:
TRANSPORT_SERVICES_PKG license installed in the system
