Description (partial)

When a LISP Map-Server is handling a Map-Request carrying ITR RLOCs that have overlapping scopes with the ETR registration RLOCs but all the ETR RLOCs have been registered as unreachable then the Map-Server proxy replies with a negative reply. The TTL of the negative reply is incorrectly set to 15 minutes. It should be set to 1 minute to improve convergence and to be consistent with other temporary outage cases such as matching an unregistered prefix or one whose ETR RLOCs are not reachable from the MS.
