Description (partial)

Symptom:
After a reboot of a node there is a mismatch in the values entries reported on ttlogin & ttreg tables
run pe sql ttlogin select count (*) from clientsessions
run pe sql ttreg select count(*) from contact 

When IMDB replication is up and running these are expected to be in Sync.  After a reboot of a node they may not be in sync.

Conditions:
One node in the Sub-cluster was rebooted while users remained logged in on the other bode
