Cisco Bug: CSCul31052 - PPPoE session bringup stops for 30 sec after LC reload

Symptom: PPPoE Negotiation stays as IDLE for 20 sec after any LC reload. Conditions: When LC is reloaded and booted up again, no PPPoE session request can't be processed for 20 seconds or so. (both LAC and PTA) It can be seen not only for the session received on reloaded LC, but also session request on other LCs which isn't reloaded. That means entire system stops new session establishment when one of LC is reloaded. It seems like that LC is trying to synchronize session database after booted up, and the system has to wait completing it before receiving new session request.
