Symptom:
ISE Active Base license count exceeds the allowed license count.

Base license count (Active/Allowed)
Shows Active Greater than Allowed.

Running an active sessions reports shows a much lower count of active sessions.

Conditions:
no specific conditions discovered

ISE base license exceeded alert
ISE is on 2.1 and base licenses are incrementing daily, currently at 28k when 10k base license is installed.  Actual ative connections is around 8k.  This must be a bug. <key>CSCul30358</key> seems likely but listed only for 1.2.  It is a very poor bug as listed as resolved but with no fixed code.  Does anyone every any further info or a better bug?
