Description (partial)

Symptom:
10GFC Traffic down on enabling C2C

Conditions:
1. 10GFC traffic is going down on enabling C2C
2. 9.81 WSE: 10GFC traffic[non- encrypted] is not coming up  on 9-10 pair as 
both client ports are squelching without any faults on trunk


Steps to Reproduce
1)
a. Have 10GFC traffic on ports other than 9-10 pair
b. Login as security USer and provision GCC2 
c. Now, go to Security and enable C2C(card to card authentication)
d. On enabling C2C, both side clients are reporting GFP-LFD alarm and 
squelching.

2)

a. Have a p2p WSE setup with 10GFC provisioned on 9&10 ports.
b.Just put ports in IS state and connect testsets.
c.Check the client ports on both cards of p2p setup,
d. clients remains in squelched condition even though there is no faults on 
trunk.
