Description (partial)

Symptom:
Fib_mgr process crashed for two FP-140G linecards on CRS with 4.1.1 with logs like:                                                                           
dumper[57]: %OS-DUMPER-4-CRASH_INFO : Crashed pid = 114787 (pkg/bin/fib_mgr)
dumper[57]: %OS-DUMPER-4-SIGSEGV : Thread 4 received SIGSEGV - Segmentation Fault                                            
dumper[57]: %OS-DUMPER-4-SIGSEGV_INFO : Accessed BadAddr 0x1 at PC 0xab60f66. Signal code 1 - SEGV_MAPPER. Address not mapped.  

After crashes multiple processes were blocked on slot 7 and it stopped working.
