Symptom: QoS fair-queue can not adjust the per-flow queue-limit in units other than packets. Conditions: When an ASR1000 policy-map is configured in byte-based mode and the class has fair-queue enabled, it is not possible to adjust the per-flow queue-limit as the CLI does not permit the bytes keyword.
