Cisco Bug: CSCul27652 - 511-SIT: Flowqos configuration failed on commit replace

Symptom: 1. A parent policy-map is configured which is referencing a non-existent child policy and the name of child policy comes before the parent policy's name in sysdb's lexicographic ordering. 2. Then in a single commit, the child policy with 'match admit cac' classification is created along with adding the CAC action to the parent policy. This will result in the child policy being rejected with the error that parent policy does not contain the CAC action (since the child policy gets verified first). The "show configuration failed" output will be : !!% 'policymgr' detected the 'fatal' condition 'Parameter invalid' Conditions: The above scenario is hit in the reported case where a system with 5.1.1 image is configured with flowqos/CAC feature, and then is downgraded to lower version which doesn't support flow qos feagure, e.g., 4.2.1, and then upgrade back to 5.1.1, and reload the previous configurations before downgrading. The reason is: 1. After the downgrade to 4.2.1, the child policy is rejected (because of 'match cac admit') and the parent policy gets created without the cac action. 2. After the upgrade back to 5.1.1, when the commit replace with the complete config is done, the scenario described above is hit, causing the config error.
