Symptom:
Can't send IM during network reconnecting from wifi to 3G

Conditions:
Step to Reproduce:
1.Login jabber webex in corp-wifi with 3G ability 
2.Naturally switch corp-wifi to 3G
3.Keep sending IM during this time
4.Show 'reconnecting' bar for IM server

Expect Result:
Should allow to send IM during reconnecting,the IM will send successfully if reconnected

Actual Result:
Show 'IM couldn't be delivered' during reconnecting.
