Description (partial)

Symptom:
After upgrading to 6.2.2 via ISSU, the CoPP logging which generally logs once when the said violation threshold
is violated, is repeated every 5 mins even if there are no new violation for the class.

NxOS 6.2(2) with CoPP Drop Logging configured.
