Symptom:
DHCP address assignment takes longer for Windows Clients over EoGRE SSID

Conditions:
When moving from a non-SP Wifi SSID to a SP Wifi SSID and Windows client had a DHCP assigned IP address and it is restarted, the client specifically requests the previously leased IP address in a special DHCPREQUEST packet. The source address is 0.0.0.0 and the Destination is the broadcast address 255.255.255.255. The ISG when is sending a DHCP NAK to this request picks up the ciaddr which in this case is zero. In that case the ARP addition fails and the packet gets dropped, therefore the client gets stuck into this state of getting an ip address for about 30secs-7minutes until a DHCP Discover is sent.
