Description (partial)

Symptom:
In add migration task wizard, step 1 changes to pause upon completion and another step combines multiple nodes together which would have a step with no nodes assigned. Then when deleting the step with no nodes assigned, it would cause the migration sequence procedure to change step 1 to continue upon completion which is an issue. The step 1 should remain with pause upon completion. In general, the problem happens after deleting any step with no nodes assigned.

Conditions:
Setup step with pause upon completion. Combine some nodes in one step. Delete step with no nodes assigned.
