Description (partial)

Symptom:
In a network with both BGP-sig VPWS (RFC6624) and VPLS (RFC4761), a Cisco IOS PE performing BGP-sig VPLS experiences constant flapping of its BGP session towards the RR

The following syslogs are seen:
