Description (partial)

CTS Environment Data SGT list is incomplete after a refresh.

Below are the conditions which will cause the issue -
- Initial SGT list is created on the ISE and gets successfully downloaded on the switch
- The entire SG Name Table is internally stored as multiple lists with each list having a subset of the entire table 
- Now if we delete any one of the entries from any of these lists except the last one, we see that the list where the entry was deleted is not downloaded again. None of the entries of the other lists are affected.

If an entry from the last list was deleted instead, there won't be any issue. Also, if one entry from each of the lists is also deleted, there won't be a problem.
