Description (partial)

Symptom:
No ABC keyboard but only num keyboard remained in search bar if switch network from wifi to 3G for phone service isn't connected

Conditions:
Step to Reproduce:
1.Log in webex account with Phone Service in corp-wifi
2.Tap search bar to show keyboard and switch to num keyboard
3.Switch network from wifi to 3G
4.Phone service not connect 
5.Check Search bar keyboard

Expect Result:
Show ABC keyboard so that user could search contact to IM under 3G 

Actual Result:
Show Num keyboard only
