Description (partial)

Symptom:
Currently, there are 2 different "renew" options in PRSM when it comes to licensing:

1. Renew evaluation licenses - This is a global action that allows a user to create a one-time renewal of the trial licenses provided with the system.

2. Renew license - This is a per-license option that allows a user to replace an assigned license with a different license file.

The use of the word "renew" in both situations can cause some confusion, especially when trying to replace a trial license with a subscription license file (i.e. the user doesn't really want to "renew" the trial license, they want to replace the currently assigned license with a new one).

Additionally, licenses have an "Apply license" option which might seem as though you could use it to assign the license to any device. However, this only works with devices that don't have a license of that type assigned.

Conditions:
This is an enhancement request to make the licensing process more intuitive.
