Description (partial)

Phone app not resumed after unlock. Open settings app, then hit phone shortcut
in navigation area. After phone app is in focus, lock the screen. Unlock the
screen then I see settings app instead of phone app. Other apps are able to
resume fine after unlock. Only phone app is showing this problem.

User goes to settings, then goes to phone app, and hits the lock button.
