Symptom:
UCS chassis decommissioning stuck at 0%

Conditions:
In certain scenarios, a UCSM chassis could get stuck in decommission operation, for e.g., when there are communication issues with the endpoints (IOM, CIMC etc.)or if there are some intermittent error when UCSM tries to remove the chassis specific configuration. In such cases, since the chassis remains stuck in decommission, the chassis id assigned to that chassis doesn't become available to subsequently discovered chassis and is marked in use since the decommission is stuck.
