Description (partial)

Symptom:
After upgrading ISE 1.2 to patch 3 in a distributed setup and performing a manual posture update, the Windows 8.1 OS is listed in CPP configuration page on admin node.  However, this configuration does not appear to be automatically pushed to secondary PSN nodes in the deployment.  Windows 8.1 devices get the following error ONLY on secondary PSN's after CPP redirect:

"ISE is not able to apply an access policy to your log-in session at this time.  Please close the browser, wait approximately one minute, and try to connect again.  If you are still not able to log in, please contact your network administrator"

Conditions:
- ISE 1.2 patch 3
- ISE is setup in a distributed deployment
- CPP rule is configured to match Windows 8.1 (All) Operating System
