Description (partial)

Symptom:
No warning is shown to the user when try to make tel:URI call when URI dialling is disabled

Conditions:
Steps to reproduce:
-Jabber for Mac 9.6 installed.
-URI dialling is not enabled 
-On the terminal command line on the MAC client, type the following: open tel:someone@example.com
-Jabber is started automatically when tel command is sent.
-dialog pops up asking "do you want to call ...<uri>
-click OK

Observed behaviour:
The dialog disappears and no action is performed by Jabber (correctly because URI dialling not enabled)  no error/warning message is sent to the user.

Expected behaviour:
Would expect some kind of warning or information message to the user that URI is disabled.
